Div P Area Governors (2005-2006) Elections
Date: April 16th, 2005 (Saturday)
Time: Immediately after the Div P Contests (aprox 5.30 pm)
Venue : Level 50, Menara Telekom, Pantai Bahru, KL
ELECTION PROCEDURES
Quorum :
A majority of the voting Area Council members or their proxies shall constitute a quorum (more that 50%)
Voting members of the Area council are :
The President,
Vice President Education (VPE) and
Vice President Membership (VPM)
of each club in the area or their proxies.
The appointed officers of the Area Council (Assist AGs, Area Secretary etc) are not eligible to vote unless they are also the President, VPE, or VPM of the clubs in the area. These officers may also vote if they are proxies to their club President, VPE or VPM.
Each voting member will cast one vote. If the voting member is also a proxy, he / she is entitled to a maximum of 3 votes. No Area council Member may cast more than 3 votes, even if the member holds proxies from 2 different clubs in the same Area.
The Area Governor (AG) will only cast his vote in the event of a tie, unless he/she also holds a proxy ( see below)
Proxies :
The Club President, VPE or VPM may designate, in writing, any member of the club to act as a proxy.
In the event 2 of these officers are not in attendance at the meeting and have not designated in writing any proxies, the officer in attendance shall be deemed to hold the proxies of the other two officers. (Eg. If the President and VPM are absent and have not named their proxies, the VPE in attendance will automatically carry the proxies of the President and VPM, and will cast all 3 votes)
If the 3 officers (President, VPE and VPM) are not in attendance and a proxy (designated in writing) of one of these officers is present, the proxy will automatically cast the club’s three votes.
If 2 of the officers are present and the 3rd (absent) officer has not appointed a proxy in writing, then one of the officers present is entitled to vote as a proxy for the absent officer. If the 2 officers present cannot decide who among them will be the proxy for the absent officer, then the proxy automatically goes to the senior-most officer present or his designated proxy.
The Area Governor can hold a proxy (if designated in writing) for any of the officers of his club and is entitled to a maximum of 3 votes for the club, (one for each absent officer). In addition he / she can cast an additional vote in the event of a tie.
Voting Procedure:
If two or more candidates are nominated, each candidate is entitled to a two- minute speech, given in the alphabetical order of their surname.
If the candidate is not present, the speech may be given by the candidate’s representative.
Voting shall be by secret ballot.
